The 'plan' as passed can in no way be interpreted as a capitulation.

It is what is says " ...an alternative or reserve narrowband centre of 
activity..."

As ' we ' are not owners, or even primary exclusive users, of the current 
centre of activity , it makes sense to have a plan in hand of ' organised 
retreat ' , rather than waiting for ( the inevitable ??) changes being 
imposed upon us and then scrambling in disarray.

I do not see that such a proposal weakens any position we , or our 
societies,  hold , as we have no position to hold. We will have to , in the 
final analysis, do as we are told.

In addition , under such circumstances , if other band users with interests 
in data, satellite, TV, FM, repeaters, etc etc had already carved up the 
available space between themselves then we ( as part of the narrowband 
interest group) might find ourselves then having a scrambling retreat in 
disarray and a 'civil war' at the same time.........

Now we know where we might go. That is all it says/does.
