[Moon] Severe QSB and Libration 23cm

Gentlemen
 From 2330-0030z 10th Feb on my Moon Rise I noted some of the worst 
conditions I have experienced on 23cm.
There was deep QSB (>25dB) taking Echoes out completely for minutes 
on end and returning
at normal strength with severe Libration evident. So, if you do not 
hear your echos immediately as normal, don't despair
or check for tracking errors .. wait 3 minutes or so and they will 
return! I did not check 70cms.
Sun noise 19.4dB 23cm  and 17.8 dB 70cm @ sfu 67. (seemingly normal - 
and steady - as expected values)
