[Moon] QSL Cards .. intimidation

Just a thought,
Will the ones who send a card to such a station, without checking for a "No
QSL policy" on QRZ.com, accept this fact and not put that station on his
annual EME reflector black list??
Don't think so..
As I understand it, the decision not to QSL is one that an individual just
can't take by himself, regardless if he announces his decision. It is
common practice and accepted to flame non-QSL'ers.
And why is the most modern way to QSL, LoTW, not accepted by most
moonbouncers as a full confirmation of the QSO?
Seems simple enough.
