[Moon] ARRL contest rules and 2 more questions

Hi Gang;
I believe there MUST be RULES, the same as every HOME, & COUNTRY has
their OWN RULES...that I believe we can all agree on.
THE problem is that ANY RULE MUST BE ABLE TO BE UNDERSTOOD by ALL the
players, members, or what ever name you want to apply.
The problem as I view it, is that there are ORGANIZATIONS making
RULES they themselves can NOT IMPLEMENT, or INTERPRET correctly
themselves, and there is lies the problem.
No there MUST be rules, but rules everyone can understand, and rules
that MAKE THE PLAYING FIELD EVEN & FAIR for all.
