[Moon] ARRL contest rules

Hi Peter;
I could not agree more, I looked at the DUBUS Rules and Classes last 
year, and in fact suggest at that time that ARRL should look at them 
as well.  You do not have to be a Philadelphia Lawyer to understand them.
Very clear and none of this *please refer* to article ???? that may 
have been 3 pages back in the ARRL Document, and even then try to 
find the marriage between the 2 or 3 reference made......total 
nonsense, this is a Hobby and lets keep it that way, and stop 
muddling the thing up to the point of NO understanding.
