For the statistics and their implications here also.....

At SV1BTR yearly cw eme QSOs' on 2m&70cm are about 400. More than 97% of those, are random. This is true for many years on my side.

I do not know of any medium cw station on any band having more than 5% skeds in at least last 5 years. Even if there is someone, what percentage does it make from the whole cloud of cw eme stations?
So Joe i am afraid the statement in your submission to IARU meeting is quite misleading for cw eme stations. It is true though for digital eme which is mostly based on real time non-stop skeds for the last 4-5 years.
Therefore, please correct it in writing to them, and clarify what you meant.
