[Moon] ARRL EME contest rules and participation

Hello,

even when I wrote a suggestion for rules, let me emphasize

- The contest is a documented activity. An increasing activity at a contest is a number that can be presented to officials in authorities or anywhere elese in order to tell them something against "EME is not dead". Due to this fact alone, and not due to personal miscredits, everybody should enter a log with as much QSOs as possible.

- Even when the rules are complicated, hard to understand and sometimes not understoodby somebody, I believe that ARRL should work on the fact of loosing logs in the very first priority, because a lost log or missing entry causes much more frustration than becoming moved into a wrong category.
