[Moon] why are some JT65-users still not working along IARUprocedure?

Hello Gentlemen!

It sure looks very strange and if this is how new DXCC is worked i cant see any value in those contacts. Why bother to put up all that work and costs, blood sweat and almost tears to give a new DXCC and then dont follow established QSO rules?.

Very strange and i guess we have not heard the last of it.    Congratulations to all that worked them the right way!!
